Bogura 113 MW (Confidence) HFO Power Plant (Unit 2)

Bogura 113 MW Furnace Oil Power Plant (Unit-II), also known as Confidence Bogura-2 Power Plant, is a reciprocating engine-based power plant situated at Ranirhat in Birgram of Kharna Union under Shahjahanpur Upazila in Bogura District of Bangladesh (Location: 24.7688, 89.3471). It is sponsored by Confidence Power Bogura Unit 2 Limited (CPBIIL), a Special Purpose Vehicle (SPV) of Confidence Group, as a private Independent Power Producer (IPP) for 15 years. CPBIIL declared its Commercial Operation Date (COD) on 30 March 2019 and, as per schedule, the power plant will retire on 29 March 2034.

The power plant's installed (gross) and derated (net) capacity is 118.5 MW and 113 MW respectively.


Context

Confidence Power Bogura Unit-2 Ltd, a subsidiary of Confidence Group, is a 113 MW heavy fuel oil (HFO)-fired reciprocating engine power plant situated on 14.5 acres of land owned by Confidence Power Bogura Limited (CPBL) in Birgram, Bogura, Bangladesh. The plant's construction was undertaken by Confidence Infrastructure Limited (CIL), another subsidiary of Confidence Group, under a BDT 197.5 crore Engineering Procurement and Construction (EPC) contract.


The power plant completed in November 2019, it plays a crucial role in the Bangladesh power grid, contributing to the country's growing demand for electricity. The plant's six MAN engines, procured from MAN Energy Solutions Ltd. in Germany, are renowned for their turbocharger technology, which enhances efficiency and reliability. These high-performance engines, coupled with two MAN turbines and specially customized six high-pressure boilers, enable the plant to generate a substantial amount of electricity  (CPHLBD, 2023).

Financiers

Confidence Power Bogura Unit-2 power plant project is in Bogura, Bangladesh. It was financially underpinned by a comprehensive arrangement involving multiple stakeholders. The major financier for this initiative was Confidence Power Holdings Limited (CPHL), a subsidiary of Confidence Group. CPHL, as the parent company, played a pivotal role in overseeing and facilitating the funding required for the project. Additionally, it's worth noting that the Confidence Group has affiliations with Confidence Cement Ltd., which, according to official disclosures, holds a 41% stake in Confidence Power Holdings. This intricate financial structure demonstrates the interconnected nature of the Confidence Group's business entities, leveraging resources across subsidiaries to support large-scale ventures such as establishing a significant power plant (FE, 2019). 


Contractors

The construction of the HFO-powered power plant in Bogura was executed by Confidence Infrastructure Limited (CIL), another subsidiary of Confidence Group. CIL undertook the Engineering Procurement and Construction (EPC) contract valued at BDT 197.5 crore.  Engines have been taken from German, Chinese, and Indian companies. This indicates global involvement in the project (FE, 2019).
