Mymensingh Trishal 100 MW Solar Power Plant, is a proposed solar power plant situated in Baghadaria Dak in Trishal Upazila, Mymensingh District of Bangladesh (Location: 25.9399, 88.8469). It is proposed by the consortium comprising Total Fren SA Ltd and gchQ Anand Energy Pte Ltd, as a private Independent Power Producer (IPP) for 20 years on a "Build, Own and Operate" basis. No information about PPA and commercial operation date has been found. In the monthly progress report of BPDB April, 2024 there is mention of the Trishal, Mymensingh 44 MW power plant but not about the Mymensingh Trishal 100 MW Solar Power Plant (BPDB 2024).

Context
Power Division officials have disclosed a separate plan for the construction of a 100MW solar-powered plant in Trishal for 20 years tenure. This initiative will be executed by a consortium comprising Total Fren SA Ltd and gchQ Anand Energy Pte Ltd (TBS, 2023). The construction expenses for the Common Switchyard, acquisition of necessary land at the Shambhuganj grid substation, and the building of the transmission line will be shared proportionally by both collaborating companies (TBS, 2023). The cabinet committee on public procurement approved the tariff proposal for setting up the power plant in November 2023. The power plant is based on “no electricity, no payment”.

Environment
According to Section 12 of the Bangladesh Environment Protection Act 1995, Environmental Impact Assessment (EIA) is obligatory for any industry (MOLJPA, 1995). The polluting industries, such as power plants, must undergo an Initial Environmental Examination (IEE) and EIA as directed in the Environmental Conservation Rules 2017 (MOEFCC, 1997). But unfortunately, no Environmental Impact Assessment (EIA) report was found for this project. According to the environmental conservation rule 2023, the project falls in the “Orange,” indicating it is a moderately harmful project for the environment (MOEFCC 2023).
