Fenchuganj 50 MW (Liberty) DFG Power Plant

Fenchuganj 50 MW Gas Power Plant, also known as Liberty Fenchuganj Power Plant, is a reciprocating engine-based proposed power plant situated in Duldi under Fenchuganj Upazila in Sylhet District of Bangladesh (Location: 24.6886, 91.9191). It is proposed by Liberty Power Consortium Limited (LPCL), a Joint venture company (JVC) of US-based Liberty Power Incorporated and Indonesian Kaltimex Energy, as a private Independent Power Producer (IPP) for 15 years. As per Bangladesh Power Development Board (BPDB) monthly progress report of April 2024 the power plant will start commercial operation from December 2026 and will retired on December 2041 (BPDB 2024). 


Capacity

The installed (gross) and derated (net) capacity of Fenchuganj Gas Power Plant is 60 MW and 55 MW respectively.


Context

On 29 September 2013 The Cabinet Committee on Government Purchase (CCGP) approved the proposal of LPC to establish a 50MW DFG power plant in Fenchuganj (BPDB 2022) According to the LOI, the expected Commercial Operation Date (COD) of the power plant is 31 December 2023. As per Bangladesh Power Development Board (BPDB) monthly progress report of April 2024, the power plant will start commercial operation from December 2026 (BPDB 2024).


Land Acquisition

According to the report of Liberty Power, it purchased 4 acres of land from small landowners in Fenchuganj Upazila.

No information found about the finance of the power plant.


Sponsor

Liberty Power Consortium Limited (LPCL) sponsored by American Liberty Power Bangladesh Limited (ALPBL) which is a subsidiary of Liberty Power Incorporated, United States along with PT Kaltimex Energy, Indonesia.


Contractor

Energy Prima limited took the responsibility to construct  this power plant.


Fuel Supply

To run the power plant smoothly, 12 Mmscf DFG will be required per day  (JGTDSL 2019).


Environment

According to Section 12 of the Bangladesh Environment Protection Act 1995, Environmental Impact Assessment (EIA) is obligatory for any industry (MOLJPA 1995). Polluting industries, such as power plants, must undergo an Initial Environmental Examination (IEE) and EIA as directed in the Environmental Conservation Rules 2017 (MOEFCC 1997). This power plant will pollute the surrounding  environment  by discharging different toxic gasses. But, to date, no IEE or EIA report has been conducted for the power plant. According to the environmental conservation rule 2023 the project falls in the “Orange” indicating it as a moderate harmful project for the environment (MOEFCC 2023).
