Dohazari 100 MW (BPDB) HFO Power Plant

Dohazari 100 MW Furnace Oil Power Plant, also known as Dohazari-Kaliaish Peaking Power Plant or Sangu Peaking Power Plant, is a reciprocating engine-based power plant situated in Dohazari under Chandanaish Upazila in Chattogram District of Bangladesh (Location: 22.1523, 92.0712). It has been sponsored by Bangladesh Power Development Board (BPDB) as a State-owned Power Plant (SOPP) for 22 years. The power plant started its commercial operation on 31 December 2011 and, as per schedule, it will retire on 30 December 2036.


Capacity

The installed and net capacity of the Dohazari peaking power plant is 102 MW and 100 MW respectively. 


Context

In 2011, Dohazari 100 MW (BPDB) HFO Power Plant started its commercial operation about 43 km from Chittagong. All the work in this region depends on this  power plant. From agricultural work to factories, everything depends on this power plant. Apart from meeting the needs of the rural people, it is also taking other steps to avoid power shortages. From this power plant, the electricity supply to South Chittagong is kept normal through the national grid. 450 tons of fuel oil is required to run the plant one day. These fuels are transported daily through railracks (in oil tankers) because of the construction of the Kalurghat Bridge (DA, 2023). It doesn't supply electricity according to the agreement. After starting the commercial operations  89 MW is available from the 100 MW Dohazari power plant (DP,2023)

Fuel Supply

This is an oil-based power plant and Petrobangla supposedly taken the responsibility to manage the fuel.


Power Generation

The scheduled Commercial Operation Date (COD) of the power plant was 30 November 2011 (BPDB 2010).


Environment

HFO contains high levels of sulfur and other pollutants, which are released into the atmosphere when burned. This can contribute to air pollution, leading to respiratory problems and other health issues in nearby communities. Environmental Impact Assessment (EIA) report is mandatory for this power plant and by Section 12 of the 1995 Bangladesh Environment Protection Act, it is obligatory for industries, including those causing pollution like power plants, to undergo both an Initial Environmental Examination (IEE) and an Environmental Impact Assessment (EIA) as outlined in the 2017 Environmental Conservation Rules (MOLJPA 1995; MOEFCC 1997). To date, no EIA report has been found on this power plant.


Criticism

There was a proposal to change the name of this power plant to Sangu but the people in this area did not support this decision and they couldn't change the name.
